TOWN COUNCIL MEETING

TOWN HALL MEETING ROOM - 112 W. ALABAMA

MONDAY,  OCT. 9, 2017  6:00 P.M.

 

 

CALL TO ORDER /VERIFY QUORUM - the regular called council meeting

was called to order at 6:00 p.m. with Mayor Mike VanSchoick presiding and the following council members present: Mandi Burton, Raymond Williams, Judy Wilson Angela Channel and Denise Alexander. Absent were: None

 

INVOCATION - Mayor Mike VanSchoick  led the prayer

 

PLEDGE OF ALLEGIANCE - North Caddo High School Color Guard let all present in the Pledge of Allegiance.

SCHOOL ANNOUNCEMENTS- (moved from item no. 2)

STUDENT OF THE MONTH   -  North Caddo Magnet High School  12th: Dameion Carroll, 11th: Luke Couch 10th: Kierra Sheppard, and 9th: Carly Parrish. 

        

North Caddo Elementary/Middle School Student of the Month were: Sy'Kia Miles and Anna Farmer.

 

CITIZENS COMMENTS -

Public comments were made by: J. Paulette regarding train crash caused by KCS damaging a fire plug. Jim Slagle  expressed his concerns about the legality of inboxes from Town Clerk regarding his public records request. Presented Chief with a gift and passed out legal description of requirements for public request  to board members.

 

FINANCIALS-  Were presented to Council at meeting.

 

MINUTES- Motion was made by _Raymond Wilson_ and seconded by _Angela Channel_.

NAYS: Denise Alexander

 

HIRING OF DISPATCHER: Gemeia Green @ $8.75 hr

RESOLUTION NO. 17-1001 Capital Improvement Plan (CIP)- Motion made by __Raymond Williams__, and. __Angela Channel seconded the motion.

RESOLUTION NO. 17-1002- FY2018-FY2019 LCDBG- Motion made by __Raymond Williams__, and. __Angela Channel seconded the motion.

RECOMMENDATION FOR CONDEMNATION- Board will consider 302 Bailey Ave. to move forward with final legal proceedings with Town Attorney, Doug Dominick. Motioned by Raymond Williams  and seconded by Judy Wilson.

CODE ENFORCEMENT OFFICER'S MONTHLY REPORT- None

 

ANNOUNCEMENTS: Chamber dinner Oct. 17th and High school homecoming and game.

FINANCIALS-  We presented to Council at meeting. Motion was made by  Raymond Williams but died for lack of second.

Jim Slagle – Made comments about the posting of minutes and agenda on the Town page, property for surplus, training for the clerk, clerks hours, and who owns the property recommended to be condemned. Beverly Hulbin- Information about Loyalty Health Care. 

 

FINANCIALS-  Tabled until next month. Motion was made by _Raymond Williams and seconded by _ Angela Channel_.

MINUTES- Motion was made by _Raymond Wilson_ and seconded by _Judy Wilson_ to adopt the minutes of July 2017.

Sweetie Lars-  Home schooled children and connection with Loyalty Health Care

 

JoeyPaulette-  He owns both side of the property and would like to take ownership to make a private driveway. Doug- Has to be done by ordinance.

 

PROCLAMATION-  Certificate from the Mayor to Chris & VAA

RESOLUTION NO. 17-0701 and 17-0702- Condemnation of 116 & 122 Major Terrace Street.:

Bobby explained that Mr. Willis was gave a quick update of the property. __Raymond Williams__, in recognizing his efforts, motioned to table both until Nov. Meeting. __Angela Channel__ seconded the motion.

RESOLUTION NO. 17-0802- Surplus Sale

 

Denise- Has Ryan (Police Chief) approved the sale of his police cars? Mayor VanSchoick- Yes
